Its national figure for a handicap-accessible bathroom remodel averages $8,400, usually $5,600 to $12,000. Does a bathroom remodel pay off?
The 2025 Cost vs. Value report put a midrange bathroom remodel at about $26,138 nationally, with about 80% recovered at resale. Angi's Tampa page says Tampa homeowners can expect to recoup "around two-thirds" of the cost of a midrange bathroom remodel.
What drives the price
- Moving plumbing: relocating a toilet, shower or drain costs the most.
- Tub or shower: a custom tiled walk-in shower costs more than a tub replacement.
- Tile: how much of the walls you tile, and the tile you choose.
- Hidden damage: soft subfloor or rot behind the old tub.
- Fixtures: vanity, toilet, glass and faucets range widely.
- Permits and inspections, set by your city or the county.
Bathroom permit cost in Pinellas County
In unincorporated Pinellas County (including Palm Harbor), the county's FY25 fee schedule lists, for example:
| Permit | Fee (unincorporated Pinellas, FY25) |
|---|---|
| Bathtub to shower conversion, including building inspection | $275 |
| Shower pan replacement, plumbing only | $185 |
| Plumbing fixture replacement | $100 |
| Re-inspection | $75 |
The county says its building fee schedule was being updated from July 1, 2026 for inspection and private provider fees, so confirm current fees. Most cities run their own building departments and set their own fees; some, including Indian Rocks Beach, Oldsmar and Safety Harbor, use Pinellas County for building permits. Check who issues permits for your address. Florida's under-$7,500 permit exemption doesn't cover plumbing, electrical, mechanical, gas or structural work (s. 553.79(1)(g), Fla. Stat.). A contractor must subcontract electrical, mechanical and plumbing work unless it holds a state certificate or registration in that trade (s. 489.113(3)).
