Working on a home in Oldsmar.
It's a two-step process. Since September 1, 2021, Pinellas County has issued all Florida Building Code permits for Oldsmar. The city first handles zoning, flood, Public Works and Fire approvals, plus architectural review in the Community Redevelopment Area and along the Tampa Road Corridor, then issues a pre-permit approval letter. City Hall is at 100 State St. W., (813) 749-1100, open 8 a.m. to 4:30 p.m. weekdays.
Electrical and plumbing on private property, windows, doors and garage doors, roofs, soffits, fascia and siding, mechanical and A/C changeouts, and natural gas without new service can be submitted directly to Pinellas County, unless the home is in the redevelopment area or on the Tampa Road Corridor (architectural approval first) or in a flood zone (floodplain approval first). We handle both steps.
Oldsmar uses 49%: if the cost to repair a home is 49% or more of its value without the land, it can't be repaired without meeting current floodplain codes. Value is an Actual Cash Value appraisal or the Property Appraiser's Just Value. The city's page still describes a five-year cumulative period, but a 2025 state law (s. 163.31795) bars cumulative substantial-improvement periods, so confirm how the city applies it. The city asks you to submit its review form before starting any repairs.
The city's guide says removing wet drywall, flooring and cabinets, replacing screens, cleaning, temporary tarps or boarding, and reattaching fence panels don't need a permit, and storm repair permits are expedited unless a detailed substantial damage assessment is needed. Bay News 9 reported 13.68 inches of rain on Oldsmar during Milton.
Oldsmar's code bars construction from 6 p.m. to 7 a.m. Monday through Friday, 6 p.m. to 8 a.m. on Saturdays, and all day Sunday (Sec. 26-32).
Contractors register with the city at no fee with their state license, liability and workers' comp certificates. The city says only a licensed contractor can pull permits and work on rental property.

Five stars from your neighbors.
Patrick and Dylan completely remodeled my house after Hurricane Helene. They were very professional, showed up on time, and worked with my timeline and the permitting process. Patrick is truly talented, can fix anything, and has a great eye for design. He presented me with ideas for the bathrooms and kitchen that were an upgrade to what I had previously and made the house pop. I have received so many compliments on the new look.
Patrick came to finish a kitchen pantry that 2 other contractors started and couldn't complete. He hung the door, the jam and trim and it looks great! He was friendly, professional, worked quickly and cleaned up afterwards. Keeping his number for any future projects we need help with.
