Handyman and remodeling in Pinellas Park, FL

Census estimates put the median Pinellas Park home at 1978, with about 57% built before 1980 and the 1970s the biggest decade. That means a lot of original kitchens, baths, doors and windows, and Milton's heavy rain left many with water damage. We take care of both.

Serving Pinellas Park since 2019.

Who issues your permit

Pinellas Park has its own Building Development Division at 6051 78th Ave. N., (727) 369-5647, open 8 a.m. to 4:30 p.m. weekdays, and applications go through the city's online permit portal. Contractors need a current state-certified license, insurance certificates on file with the city, and a signed contractor sign-on form before the permit becomes valid.

Doors need permits here

Since May 23, 2024, Pinellas Park requires permits for all exterior entry doors and garage doors, so even a door swap needs one. Any development in a flood zone needs a city permit too, and properties in the flood zone need an Elevation Certificate as part of permitting.

Flood zones and the 50% rule

Pinellas Park uses 50%: if improvements cost 50% or more of the structure's market value, or damage equals 50% or more of its value, the building must meet current flood standards. FEMA notified the city that it moves to Class 5 in the flood insurance Community Rating System on or after October 1, 2026, a 25% discount for eligible policies.

Timing and paperwork

The city says most permits can be reviewed and issued within 10 business days once all documents are in. Work done without a permit gets a stop work order and twice the original fee. The city says permits generally expire after 180 days with no inspections. Since July 1, 2026, state law says a single-family home's permit expires 1 year after it's issued or when the next Florida Building Code edition takes effect, whichever is later (s. 553.79(1)(c)), so confirm the date for your permit. A Notice of Commencement is required for most jobs over $5,000 (s. 713.135).

The under-$7,500 exemption

Since July 1, 2026, state law requires local governments to exempt a single-family owner (or the owner's contractor) from a permit for work under $7,500, on a written request with the contract (s. 553.79(1)(g)). It doesn't apply in a flood hazard area or to electrical, plumbing, structural, mechanical or gas work. The city hadn't posted its own process when we checked, so ask the Building Development Division.

Water damage

Bay News 9 reported 15.03 inches of rain at Pinellas Park during Milton. The city's post-storm plan says temporary tarping, emergency board-up and removing wet drywall, insulation, carpet and cabinetry can generally proceed without a permit unless the Building Official decides otherwise, but repairs to flood-damaged structures need one.
