Handyman and remodeling in Belleair, FL
Belleair's homes are older than most: Census estimates put the median home at 1974, with about 65% built before 1980, and the town keeps a historic registry of more than 30 properties, including the Belleview Biltmore. These homes are worth doing right.

The Town of Belleair runs its own Building Department at 901 Ponce de Leon Blvd., (727) 588-1477, building@townofbelleair.net. Permits go through the town's online portal. The town says all contractors must be licensed by the State of Florida and register with the Building Department first, with their license, a liability insurance certificate listing the Town of Belleair as certificate holder, and workers' comp or an exemption. Inspections run weekdays except Wednesdays, 9 a.m. to 3 p.m. The town's pages list different office hours, so call ahead.
The town code says new construction, additions, alterations and repairs require building permits (Sec. 66-207), and fences need one too (Sec. 74-287). The town has checklists for doors and windows, fences, roofing, mechanical, driveways and pools. Its fee page says no permit fee is charged for work under $500, but that's about the fee, not whether you need a permit. We didn't find the town's process for the state's under-$7,500 exemption request, so call the Building Department.
Belleair uses 50%: its code says work whose cost equals or exceeds 50% of the building's market value is a substantial improvement (Sec. 66-10), and the code sets value from the tax assessment, adjusted by the Property Appraiser's factor (Sec. 75-17). The town's worksheet requires a 10% contingency and still has a line adding up permits within one year, but a 2025 state law (s. 163.31795) bars cumulative substantial-improvement periods, so confirm how the town applies it. After a declared disaster, flood-zone homes need a substantial damage determination before a permit is issued.
Belleair lists more than 30 properties on its historic registry, including the Belleview Biltmore. The town says historic property owners must get a Certificate of Appropriateness before renovating, and its Planning and Zoning Board acts as the local historic preservation office. A tax abatement program is available for qualifying historic properties.
Town code limits hired-out work to 7:30 a.m. to 6 p.m., Monday through Saturday, with no noisy work on Sunday (Sec. 74-485). The town's Building page cites "section 74-785" and 7 a.m. instead, so we plan around the stricter 7:30 start.
A Notice of Commencement must be recorded and posted on the job site before the first inspection; state law requires one for most jobs over $5,000 (s. 713.135). Owners can pull a permit for their own home with the town's owner/contractor affidavit, appearing in person (s. 489.103(7)). The town code's fee schedule adds a $180 administrative fee for after-the-fact permits when unpermitted work has started; the town's fee page lists different amounts from the code, so confirm current fees with the Building Department. FEMA's October 2026 list puts Belleair in Community Rating System Class 7, a 15% discount on eligible flood policies.

Five stars from your neighbors.
We are having a great experience with Patrick and Dylan. We recently contracted to have the front facade of our home redone which included a simple removal of decorative wood, repair stucco and paint. As they began it was clear that there were many surprises - just like TV. We had a gaping whole in our house! They were able to give us a quote on the spot, knew exactly how to essentially rebuild the front of our home and worked diligently to get it completed. They had great communication via text email and digital quotes. Don't expect the least expensive, but you will get your money's worth. Everything was neat and clean after projects which was important. You will feel very comfortable with them around your home. Patrick was willing to work out some creative details and did research to help our ideas become a reality. We've hired them for two more projects - that says it all!
Patrick and crew did an excellent job remediating significant storm damage from the hurricanes. Work was accurately quoted and completed to our complete satisfaction. We’ve used them before for smaller jobs and have always been very pleased with the outcome
