Working on a home in Safety Harbor.
It depends on the job. Since May 1, 2021, the city's building and inspection work has run under an agreement with Pinellas County. The city's permitting office at City Hall, 750 Main St., (727) 724-1515, is open 8 a.m. to 4:30 p.m. weekdays and reviews against city codes. Some permits go only to the county at 440 Court St., Clearwater: electrical and plumbing on private property, windows, doors and garage doors, roofs, mechanical and A/C changeouts, and natural gas without new service. We file in the right place.
The city's list includes, but isn't limited to, air conditioning, carports, fences, roofs, screen enclosures, sheds, sidewalks, water heaters, windows and doors, and work in the right of way or an easement, and electrical and plumbing need their own permits. Fences are a city-only review in Safety Harbor, so don't go by the county's fence rules. After-the-fact work costs twice the city review fee.
Safety Harbor uses 49%: if improvements equal or exceed 49% of the structure's market value, it's substantially improved and has to meet current flood standards, and flood-zone homes are reviewed by the city before the permit goes to the county. Value comes from the Property Appraiser's FEMA letter or your own Actual Cash Value appraisal. The city's form counts costs within a one-year period, but a 2025 state law (s. 163.31795) bars cumulative substantial-improvement periods, so confirm how the city applies it. New flood maps for the Alligator Creek area are scheduled for 2027.
Pinellas County targets 14 days for a first residential review. A Notice of Commencement has to be recorded and posted on the job site before the first inspection; state law requires one for most jobs over $5,000 (s. 713.135). The city's application says a permit is void if work doesn't start within 180 days or there's no approved inspection for 180 days. Since July 1, 2026, state law says a single-family home's permit expires 1 year after it's issued or when the next Florida Building Code edition takes effect, whichever is later (s. 553.79(1)(c)), so confirm the date for your permit.
Changes to a local historic landmark need a Certificate of Approval, decided by the City Commission and valid for one year. The city code bars construction equipment from 6 p.m. to 7 a.m. on weekdays, 6 p.m. to 8:30 a.m. on Saturdays, and at any time on Sunday (Sec. 15.03).
The city pier was destroyed in Helene and reopened to the public on August 27, 2026. If your home took water, we can help you sort out what needs to be repaired and what needs a permit.

Five stars from your neighbors.
Patrick and Dylan completely remodeled my house after Hurricane Helene. They were very professional, showed up on time, and worked with my timeline and the permitting process. Patrick is truly talented, can fix anything, and has a great eye for design. He presented me with ideas for the bathrooms and kitchen that were an upgrade to what I had previously and made the house pop. I have received so many compliments on the new look.
Patrick and crew did an excellent job remediating significant storm damage from the hurricanes. Work was accurately quoted and completed to our complete satisfaction. We’ve used them before for smaller jobs and have always been very pleased with the outcome
Guides for Safety Harbor homes.
Safety Harbor FAQs.
Who do I get a window or door permit from in Safety Harbor?
Pinellas County. Windows, doors and garage doors are county-only permits in Safety Harbor, but if the home is in a flood zone the city reviews it for the 49% rule first. See our Safety Harbor impact windows guide.
Does Safety Harbor use the 49% or 50% rule?
49% of the structure's market value, stricter than the federal 50% minimum.
What hours can contractors work in Safety Harbor?
Construction equipment can't run from 6 p.m. to 7 a.m. on weekdays, 6 p.m. to 8:30 a.m. on Saturdays, or at any time on Sunday (City Code Sec. 15.03).
Can I pull my own permit in Safety Harbor?
Owners can use the city's owner/builder affidavit under Florida Statute 489.103(7), and the city says no agent is permitted when using that exemption. You must directly supervise the work on site. If a contractor asks you to pull an owner-builder permit for their work, that's a red flag.
