Who issues your permit

Tarpon Springs has its own Building Development department, 324 E. Pine St., (727) 942-5617. Applications go only through the city's GoPost portal; the city stopped taking emailed submissions on December 31, 2023. Contractors register with the city online with their insurance certificate, state license and workers' comp (or exemption).

What needs a permit

The city's permitting guide lists work that doesn't need a building permit, including painting, papering, tile, carpeting, cabinets, countertops and similar finish work, stucco repair up to 100 square feet, and small sheds up to 100 square feet, but says those may still be subject to zoning and flood requirements. Work started before a permit is issued carries a 100% (double) penalty.

The under-$7,500 exemption

Since July 1, 2026, some non-structural single-family projects under $7,500 may skip the permit, but the city says owners and contractors must get the Building Official's approval first. Send the city's form to exemptions@ctsfl.us with a copy of the contract and an itemized cost breakdown. The stamped form must stay posted on site, and the city won't inspect the work. It doesn't cover flood-zone property, structural work (including exterior windows and doors, roofing and soffits), or electrical, plumbing, mechanical or gas work.

Flood zones and the 50% rule

Tarpon Springs uses the FEMA 50% rule: if the cost to repair flood damage equals or exceeds 50% of the building's pre-damage market value, it's substantially damaged and has to meet current flood standards. Value comes from the Property Appraiser's FEMA letter or an Actual Cash Value appraisal; the city says a typical appraisal won't be accepted. The city follows the code's 1 foot of freeboard for new construction, and since October 1, 2026, new construction and additions in a flood zone need a separate floodplain permit.

Timing and paperwork

The city sets 30 working days to process a single-family building permit, and hurricane repair applications are prioritized. Notices of Commencement are required for jobs over $5,000 (over $15,000 for mechanical). An application is considered abandoned 180 days after filing unless extended, in periods of up to 90 days.

Historic areas and storm repairs

Tarpon Springs has a National Register downtown district, the Greektown district, and a local historic district that includes downtown, and its Heritage Preservation Board decides Certificates of Appropriateness. After Debby, Helene and Milton, the city is writing to flood-zone homes that appear damaged but have no permit, with 60 days to get one; it says there's no penalty for these after-the-fact storm damage permits.

Patrick and Dylan completely remodeled my house after Hurricane Helene. They were very professional, showed up on time, and worked with my timeline and the permitting process. Patrick is truly talented, can fix anything, and has a great eye for design. He presented me with ideas for the bathrooms and kitchen that were an upgrade to what I had previously and made the house pop. I have received so many compliments on the new look.

We are having a great experience with Patrick and Dylan. We recently contracted to have the front facade of our home redone which included a simple removal of decorative wood, repair stucco and paint. As they began it was clear that there were many surprises - just like TV. We had a gaping whole in our house! They were able to give us a quote on the spot, knew exactly how to essentially rebuild the front of our home and worked diligently to get it completed. They had great communication via text email and digital quotes. Don't expect the least expensive, but you will get your money's worth. Everything was neat and clean after projects which was important. You will feel very comfortable with them around your home. Patrick was willing to work out some creative details and did research to help our ideas become a reality. We've hired them for two more projects - that says it all!

Do I need a permit for a small job in Tarpon Springs?

Maybe not, but ask first. Finish work like painting, tile and cabinets doesn't need a building permit, and some non-structural single-family jobs under $7,500 can be exempted, but only with the Building Official's written approval before work starts (exemptions@ctsfl.us).
