What drives the price

  • Keeping the layout. Fixr says changing the layout along with luxury upgrades pushes the cost toward $250 per square foot (national).
  • Plumbing and electrical. Florida requires general contractors to subcontract electrical, plumbing and similar trade work unless they hold that trade license (s. 489.113(3)). Largo says new mechanical, electrical or plumbing installations have requirements and may need plans.
  • Cabinet tier and lead time. One cabinet retailer quotes 1 to 3 weeks for in-stock ready-to-assemble cabinets, 4 to 6 for semi-custom and 6 to 12 for custom.
  • Counter material. See the quartz and granite ranges above.
  • The age of the home. The EPA says renovating a pre-1978 home with lead-based paint "can easily create dangerous lead dust," and lists vinyl floor tiles and sheet-flooring backing among products that may contain asbestos.
  • Permits. HomeAdvisor puts kitchen remodel permits at $460 to $2,770 nationally. Largo says its fees "are based on the value of the job, including labor and materials."

Do you need a permit to remodel a kitchen in Florida?

Usually, if plumbing, electrical, gas or structural work is involved. Largo, for example, says like-for-like changeouts "are typically done over the counter," but "any new installation of Mechanical, Electrical, or Plumbing does have requirements." Florida's under-$7,500 exemption doesn't apply to "Any electrical, plumbing, structural, mechanical, or gas work," or to work on a property partly or entirely in a flood hazard area (s. 553.79(1)(g)). When the direct contract is over $5,000, the building department must require a copy of the Notice of Commencement before the first inspection (s. 713.135(1)(e)). This is general information; confirm with your building department.

Pinellas County notes

  • City or county? Check who issues permits for your address. Largo's FAQ says a Largo mailing address "doesn't always mean it's in Largo's jurisdiction"; the Property Appraiser's "Current Tax District" tells you.
  • Flood zones. In a flood zone, remodel costs can count toward your city's substantial-improvement limit, which varies by city. Ask your building department before you price a big remodel.
