Roof leak repair cost in Pinellas County: how much to fix a leaking roof

Short answer: fixing a typical roof leak costs about $350 to $1,550. That's Angi's range for a roof leak in Orlando (July 2026), and HomeAdvisor's national range is almost the same, $360 to $1,550. Simple fixes, like replacing a few broken shingles, can cost as little as $150 (HomeAdvisor, national). Storm damage that reaches the roof decking, or a leak that soaked the attic and ceiling, costs more because those repairs are added on top.

These are typical ranges, not quotes. Below is what each part of the job costs, how Florida's 25% roof rule affects repair versus replacement, and what you can safely do yourself.

How much does it cost to fix a roof leak?

Job Typical cost Scope Do it yourself?

Most roof repairs $432–$1,380, average $893 Florida (Angi, Orlando) No
Leaking roof $360–$1,550 National (HomeAdvisor, June 2026) No
Minor leak or small hole $100–$1,000 National (HomeAdvisor) No
Replacing a few broken shingles From about $150 National (HomeAdvisor) No: roof and ladder falls are a real risk (see the FAQ below)
Storm-damaged roofing, per sq ft $3.84–$7.96 per sq ft Tampa (Handoff, 2026) No

Roof leak repair cost by roof type

HomeAdvisor's national average repair cost by roofing material:

Roof type Average repair cost (national)
Flat, foam or single-ply $400
Asphalt shingles $975
Tile $1,000
Metal $1,700

We couldn't find Florida figures by roof type, so these are national. Metal repairs cost the most on average; tile and asphalt shingle repairs average about the same.

Flashing, vents and ridge repairs

Many leaks start where something passes through the roof, not in the middle of it. Angi's Orlando figures (July 2026):

Repair Typical cost Scope
Flashing replacement $200–$500 Florida (Angi, Orlando)
Vent repair $75–$250 Florida (Angi, Orlando)
Ridge cap repair $200–$750 Florida (Angi, Orlando)
Soffit and fascia repair $600–$6,000 Florida (Angi, Orlando)

HomeAdvisor's national range for flashing problems is also $200 to $500.

Emergency roof tarp cost (per square foot)

A tarp keeps rain out until the roof can be repaired. HomeAdvisor's national figures (June 2026):

  • Average: about $450, with most jobs between $150 and $3,300 depending on size.
  • Tarp material alone: about $0.10 to $0.30 per square foot.
  • Installed: roughly $0.60 to $2.50 per square foot.
  • Emergency calls: 50% to 100% more than a scheduled visit.

Ceiling leak repair cost

Once the roof is fixed, the ceiling below usually needs work too. In Tampa, ceiling repairs average $576, with many homeowners paying $280 to $984 (Angi, March 2026). HomeAdvisor's national range for professional ceiling repair is $438 to $1,718. Per-square-foot prices for small ceiling patches vary wildly between sources, so judge by the job total. If wet insulation in the attic has to come out, HomeAdvisor puts removal at $600 to $1,200, and installing new attic insulation in Tampa runs $1.26 to $3.92 per square foot (Handoff, 2026). Our drywall repair price guide and water damage price guide cover those repairs in more detail.

Roof repair vs. replacement in Florida: the 25% rule

The Florida Building Code, Existing Building has a "25 percent rule" for existing roofs (Section 706.1.1). In the 2020 edition's wording, as quoted by the Florida Building Commission, "not more than 25 percent of the total roof area or roof section of any existing building or structure shall be repaired, replaced or recovered in any 12-month period unless the entire existing roofing system or roof section is replaced to conform to requirements of this code." The commission's analysis of the current 2023 edition says that once the rule is triggered, it now applies to a roof replacement and a roof recover. Since 2022, state law has carved out an important exception. Under Florida Statute 553.844(5), if a roof was built, repaired or replaced under the 2007 Florida Building Code or later, and 25% or more of it is being repaired, only the repaired part has to meet the current code. Older roofs can still trigger a full replacement. Your roofer and the building department make that call for your roof.

Roof inspection cost

  • Wind mitigation inspection: about $85 to $125, or $150 to $200 combined with a four-point inspection (HomeAdvisor's Tampa and Clearwater pages).
  • General roof inspection: about $125 to $360 (HomeAdvisor, national).

What drives the price

  • Where the leak is. A cracked vent boot is cheap; flashing at a wall or chimney costs more.
  • Roof type. Metal repairs cost the most on average.
  • Hidden damage. Rotted decking, wet insulation and ceiling damage add to the bill.
  • Roof height and pitch. Steep or tall roofs need more safety equipment and time.
  • Timing. Emergency and after-hours calls cost more.
  • Code requirements. Older roofs may need more than a patch under the 25% rule.

Permits in Pinellas County

In unincorporated Pinellas County, the county says roof repair or installation needs a permit, even after a storm. Since July 1, 2026, Florida Statute 553.79(1)(g) requires local governments to exempt the owner of a single-family home (or the owner's contractor) from a building permit for work valued under $7,500, on a written request with the contract or other documentation. It doesn't apply to property partly or entirely in a flood hazard area, or to any electrical, plumbing, structural, mechanical or gas work, and a project can't be split up to stay under the limit (Pinellas County's exemption page). Cities like Seminole, Clearwater and St. Petersburg run their own building departments, so ask yours before work starts. Roofing work for hire must be done by a licensed roofing contractor (s. 489.105(3)(e), s. 489.113). We don't perform or contract roof repairs.
