Impact windows vs. hurricane shutters cost

BuildPriced's Florida comparison puts 10 openings at $15,000 to $32,000 with impact windows and $3,800 to $11,000 with shutters. Per opening, that's $1,500 to $3,200 for impact windows, $380 to $1,100 for panel or accordion shutters, and $700 to $2,200 for motorized roll-downs (May 2026). Shutters cost less up front, but someone has to put them up before every storm; impact windows stay in place.

What drives the price

  • Number and size of openings, and how many are sliding glass doors.
  • Frame material: aluminum impact windows cost more than vinyl in BuildPriced's Florida figures.
  • Glass options: tint, Low-E and noise reduction.
  • What's found when the old units come out: rotted framing, sills or stucco around the opening (see our wood rot and stucco repair price guides).
  • Permits, product approvals and engineering for the job.

Permits and product approval

Rules come from each building department. Clearwater's list of work that requires a permit includes "replacement of windows, doors, garage doors or skylights in existing or altered wall openings," and St. Petersburg treats window and door replacement as structural work outside Florida's new under-$7,500 permit exemption. Windows and exterior doors need a Florida product approval, either statewide (s. 553.842, Fla. Stat.) or local (s. 553.8425); approvals can be looked up on the Florida Building Commission's product approval search. Who issues the permit depends on the address: in Safety Harbor, for example, window and door permits go to Pinellas County. Published window permit fees vary: Angi's Tampa page says $50 to $200, Fixr lists $100 to $300 for Pinellas (St. Petersburg), and BuildPriced lists $75 to $175 per window for Pinellas. Check your building department's fee schedule.

Help with the cost, including the My Safe Florida Home grant program and Florida's home-hardening sales tax refund, is covered in our Safety Harbor impact windows post.
