Who issues your permit

Since August 2025, the city's permits and inspections are handled by SAFEbuilt, its building department contractor, not Pinellas County: belleairbluffs@safebuilt.com, (727) 202-6825, Monday to Friday 8 a.m. to 4 p.m., through the CommunityCore portal. Permits opened before the switch stay with the county through final inspection. SAFEbuilt says the city has adopted the Pinellas County fee schedule. City Hall is at 2747 Sunset Blvd., (727) 584-2151.

What needs a permit

The city's FAQ says replacing a fence needs a permit, as do fence repairs worth 50% or more of the fence's value, and any new or extended driveway, each with a survey. SAFEbuilt also posts Belleair Bluffs checklists for remodels, new construction or additions, and pools. The city doesn't publish a list of work that doesn't need a permit, so ask before you start.

How long a permit lasts

The city's FAQ says a permit is valid for six months from issuance or the last approved inspection. Since July 1, 2026, state law says a single-family home's permit expires 1 year after it's issued or when the next Florida Building Code edition takes effect, whichever is later (s. 553.79(1)(c)). Confirm the date for your permit with SAFEbuilt.

Flood zones and the 50% rule

The city's substantial improvement and damage packet, required with each permit application in a flood zone, compares the project cost with 50% of the structure's value, using the county's approximate market value or an independent appraisal. It asks for an itemized cost estimate, prepared by a licensed general contractor, architect, engineer or owner-builder, with a 10% contingency. The city is a FEMA Community Rating System Class 7: a 15% flood insurance discount inside the Special Flood Hazard Area and 5% outside it.

Work hours

SAFEbuilt lists work hours for Belleair Bluffs of 7 a.m. to 6 p.m., Monday through Saturday, with no work on Sundays, Thanksgiving or December 25. Confirm with SAFEbuilt for your job.

Owner-builders

The city's FAQ says a homeowner can pull a permit under Florida's owner-builder exemption (s. 489.103(7)) if the home isn't listed for sale or lease, using the city's disclosure statement, and that a property owned by an LLC or trust needs a contractor. You have to supervise the work yourself. If a contractor asks you to pull an owner-builder permit for their work, that's a red flag.

Patrick and crew did an excellent job remediating significant storm damage from the hurricanes. Work was accurately quoted and completed to our complete satisfaction. We’ve used them before for smaller jobs and have always been very pleased with the outcome

We are having a great experience with Patrick and Dylan. We recently contracted to have the front facade of our home redone which included a simple removal of decorative wood, repair stucco and paint. As they began it was clear that there were many surprises - just like TV. We had a gaping whole in our house! They were able to give us a quote on the spot, knew exactly how to essentially rebuild the front of our home and worked diligently to get it completed. They had great communication via text email and digital quotes. Don't expect the least expensive, but you will get your money's worth. Everything was neat and clean after projects which was important. You will feel very comfortable with them around your home. Patrick was willing to work out some creative details and did research to help our ideas become a reality. We've hired them for two more projects - that says it all!
