Handyman and remodeling in Treasure Island, FL

Most homes on Treasure Island are older and close to the water. U.S. Census estimates put the median year built at 1970, with about 75% of the city's 6,192 housing units built before 1980 and about 29% held for seasonal use, so a lot of the work here is repairing salt and storm wear and updating older homes to today's rules.

Who issues your permit

Treasure Island runs its own Building Division at City Hall, 10451 Gulf Blvd., (727) 547-4575. Pinellas County doesn't issue building permits for Treasure Island addresses. We file with the city and schedule its inspections.

What needs a permit

The city's list says replacing impact-resistant windows, doors or shutters, stuccoing, re-roofing and installing drywall need a permit, while drywall repair (not replacement), carpeting and painting don't, unless the home is substantially damaged or the building has three or more units. Its garage door checklist says the new door must be impact resistant.

Wind and flood design

The city says all of Treasure Island is in a wind-borne debris region, with design wind speeds of 147 to 150 mph, and all of it is in a Special Flood Hazard Area. That's why openings here need wind-borne debris protection, and the city's garage door checklist says a new garage door must be impact resistant.

The 50% rule

Treasure Island's code (Sec. 66-201.4) treats a project as a substantial improvement when its cost equals or exceeds 50% of the building's market value; then the whole building has to meet current flood standards. One of the city's web pages says "exceeds," so confirm how your project is measured with the city. Pinellas County's 49% rule covers unincorporated areas only, not Treasure Island.

Before a storm

The city says Treasure Island is in evacuation Zone A and must be fully evacuated if an order is issued. You need a re-entry hangtag to get back on the island; they're free at City Hall's customer service desk or online through the Pinellas County Sheriff's Office (the city says not by phone or email). The city also says sandbags won't protect against storm surge.

Gulf-front lots and flood insurance

Florida DEP says a permit is generally required for construction seaward of the Coastal Construction Control Line, unless exempt. FEMA's October 2026 Community Rating System list puts Treasure Island at Class 6, a 20% discount on eligible flood policies.
