Handyman and remodeling in Gulfport, FL

Gulfport has some of the oldest homes in Pinellas County. U.S. Census estimates put the median home at 1963, with about 80% of its 7,952 housing units built before 1980 and nearly half before 1960. Older bungalows and block homes near the water need careful repair, and after the 2024 flooding a lot of them need permitted rebuilding.

Who issues your permit

The City of Gulfport issues its own permits through its Community Development Department, in the Public Services Building at the City Hall complex on 23rd Ave. S., (727) 893-1024. Contractors apply through the city's BS&A portal, and the city says even state-certified contractors must register with it. Owner-builder applications have to be submitted in person. The city says it doesn't do sign-ons: each trade needs its own permit.

The under-$7,500 exemption

Gulfport takes written requests for the state's under-$7,500 exemption, with a signed, itemized contract, by email or in person, on a notarized form. The city says it doesn't apply in a flood zone, or to electrical, plumbing, mechanical, gas or structural work, which it says includes window and door replacements, roofing and soffits. Work can't start until the request is accepted, the approved form stays on site, and splitting a job voids it.

Flood zones and the 50% rule

Gulfport uses 50%: a substantial improvement is work whose cost equals or exceeds 50% of the building's market value before construction. The city says about one-third of Gulfport is in the 100-year floodplain. Its substantial damage packet says work done before a permit is issued won't be approved and must be removed, and that damaged exterior A/C or electrical equipment must be raised at least one foot above base flood elevation.

Fees

The city's fee schedule starts building permits at $127 for the first $1,000 of value plus $13 for each additional $1,000, with plan review at half the permit fee. Permits pulled after the work is done cost double the first time, triple the second and five times after that.

Notice of Commencement

Gulfport's submittal page says a recorded Notice of Commencement is needed before the first inspection when the value exceeds $2,500, or $15,000 for a mechanical job. State law requires recording it for jobs over $2,500 (s. 713.13) and giving the permit office a copy before the first inspection over $5,000 (s. 713.135). We prepare it with you.

Flood insurance discounts

FEMA's October 2026 Community Rating System list puts Gulfport at Class 6, a 20% discount on eligible flood policies.

Patrick came through for us when we found ourselves in need of someone to remove an exterior door of a 1940s Crescent Lake (St Pete) home in a manner that would complement the exterior of the house. He gave us a quote, and he provided building materials at our request. Patrick secured the necessary permits promptly on our behalf, he was punctual, and he was a tireless worker. He was capable, pleasant, and professional and he has a great sense of humor. When he discovered prior termite damage during the project, he showed us and he worked with us to address the issue without increasing his estimate. He cares deeply about the quality of his workmanship, customer satisfaction, and he is an honest and trustworthy man. His clean up is meticulous. It is our intention to hire him again for our future remodeling projects, and we do not hesitate to recommend him. […] The interior wall was similarly impressive.
