Handyman and remodeling in East Lake and Countryside

East Lake and Countryside homes are newer than most in Pinellas: U.S. Census estimates put the median East Lake home at 1990, with about three in four of its 15,010 housing units built in the 1980s and '90s. Those homes are now at the age for new kitchens and baths, flooring, doors and windows, and the repairs that come with 30-plus years.

Who issues your permit

East Lake is unincorporated Pinellas County, so Pinellas County Building and Development Review Services issues building permits (440 Court St., Clearwater, (727) 464-3888, option 2, through the county's Access Portal). Many Countryside homes are inside the City of Clearwater, which issues its own permits. A Clearwater mailing address doesn't always mean you're in the city: Clearwater says to check the Current Tax District on the Property Appraiser's site (Clearwater, CW, CWD or CWDO means in the city).

What needs a county permit

Pinellas County says most work that changes the structure or the electrical, plumbing or mechanical systems needs a permit, such as replacing windows, a new water heater or an addition. It says you generally don't need one for repairs under $500 with no structural, electrical, plumbing or mechanical work, for cosmetic updates like painting and trim, or for chain link, vinyl or wood fences 6 feet or less (which may need a zoning clearance). Simple jobs like windows, doors, garage doors and A/C changeouts can be express permits.

The under-$7,500 exemption

Since July 1, 2026, the county takes written requests, with the signed contract, to exempt some non-structural single-family work under $7,500, listing doors, garage doors, roofs, siding, soffit/fascia and stucco as examples. It doesn't apply in a flood zone or to gas, electrical, mechanical, plumbing or structural work, and the county doesn't inspect exempt work. Countryside homes inside Clearwater go through the city's own request process.

Flood rules

In unincorporated areas like East Lake, the county uses 49%: in a flood hazard area, repairs or improvements costing 49% or more of the structure's value (not the land) require bringing the home up to current flood rules. Clearwater uses 50%. Unincorporated Pinellas is a FEMA Community Rating System Class 2, a 40% discount on eligible flood policies. Check your lot on the county's flood map.

Trees, docks and seawalls

In unincorporated Pinellas, most tree removals on private property need a county habitat permit; since Jan. 23, 2026, on an occupied, homesteaded single-family lot only trees over 24 inches in diameter are protected. Private docks and seawalls need a county Water and Navigation permit, in the cities and unincorporated areas.

Notice of Commencement

Florida law requires recording a Notice of Commencement for jobs over $2,500 (s. 713.13) and giving the permit office a copy before the first inspection over $5,000, or $15,000 for an A/C repair or replacement (s. 713.135). The county's permitting guide matches those amounts, but its "applying for a permit" page still lists $2,500 and $7,500, so confirm with the county.

I am having Patrick do a long list of chores at my vacation home. I am completely comfortable having him work when I am not there. He is prompt, courteous, and trustworthy. He is a hard worker and does excellent work. He sends me pictures of the work during the day to keep me informed of his progress. I would recommend him to anyone that needs a handyman!

Questions

East Lake & Countryside FAQs.

Is East Lake part of Clearwater or Tarpon Springs?

No. Pinellas County describes East Lake as unincorporated, so the county issues building permits there. Confirm your address with the county's My Neighborhood lookup or the Property Appraiser.

I live in Countryside with a Clearwater address. Who issues my permit?

Usually the City of Clearwater, but check first: a Current Tax District of Clearwater, CW, CWD or CWDO on the Property Appraiser's site means you're in the city. Otherwise the county likely issues it.

Does East Lake use the 49% or 50% rule?

East Lake is unincorporated, so Pinellas County's 49% rule applies to homes in a flood hazard area. Homes inside Clearwater follow the city's 50% rule.

Do I need a permit to remove a tree or build a dock on Lake Tarpon?

In unincorporated Pinellas, most tree removals on private property need a county habitat permit (on an occupied, homesteaded single-family lot, only trees over 24 inches in diameter are protected since Jan. 23, 2026). Private docks and seawalls need a county Water and Navigation permit.
