Handyman and remodeling in Madeira Beach, FL

Madeira Beach homes sit between the Gulf and Boca Ciega Bay, and many are decades old: U.S. Census estimates put the median year built at 1974. After Helene and Milton, a lot of the work here is rebuilding to the city's flood rules, and we know them well.

Who issues your permit

Madeira Beach runs its own Building Department at 300 Municipal Drive, Monday to Friday 8:30 a.m. to 4 p.m., (727) 742-1645 per the city's page (the county's list gives (727) 391-9951), and applications go through the city's MGO portal. Pinellas County doesn't issue building permits for Madeira Beach addresses.

The 50% rule

Madeira Beach's code (Sec. 94-93) treats a project as a substantial improvement when its cost equals or exceeds 50% of the building's market value; the city's own 50% page says "exceeds," so confirm how your project is measured with the city's Planning & Zoning Department at (727) 391-9951 ext. 244. The city tells owners to look up their property on the Property Appraiser's site for the "not to exceed" amount, and its substantial damage packet says phasing improvements isn't permitted.

Higher elevation rules

The city's checklist for new construction and substantial improvements lists the design flood elevation as base flood elevation plus 4 feet and says no living or conditioned space is allowed below it. Confirm the figure for your lot with the city's Planning & Zoning Department at (727) 391-9951 ext. 244.

Space below the house

The checklist bars living or conditioned space below the design flood elevation and allows one sub-enclosure of up to 299 sq ft, only for access. Enclosures need flood vents, and if any part of the building is beyond the LiMWA line on the flood map, the walls must be breakaway walls.

Gulf-front lots

Florida DEP says a permit is generally required for construction seaward of the Coastal Construction Control Line, unless exempt. Not every Madeira Beach lot is seaward of the line; DEP's Map Direct shows where it falls.

Flood insurance discounts

FEMA's October 2026 Community Rating System list puts Madeira Beach at Class 6, a 20% discount on eligible flood policies.

Patrick and Dylan completely remodeled my house after Hurricane Helene. They were very professional, showed up on time, and worked with my timeline and the permitting process. Patrick is truly talented, can fix anything, and has a great eye for design. He presented me with ideas for the bathrooms and kitchen that were an upgrade to what I had previously and made the house pop. I have received so many compliments on the new look.

Questions

Madeira Beach FAQs.

Who issues building permits in Madeira Beach?

The City of Madeira Beach's own Building Department, 300 Municipal Drive, (727) 391-9951, through the city's MGO portal.

Does Madeira Beach use the 49% or 50% rule?

50%. The city's code (Sec. 94-93) uses 50% of the building's market value; the city's web page words it as "exceeds," so confirm with the city's Planning & Zoning Department. Pinellas County's 49% applies only to unincorporated areas.

How high do I have to build in Madeira Beach?

The city's checklist lists the design flood elevation as base flood elevation plus 4 feet for new construction and substantial improvements, with no living or conditioned space below it. Your lot's figure comes from the city and the flood map.

Can I finish the space under my elevated house?

Not as living space. The city's checklist bars living or conditioned space below the design flood elevation and allows one sub-enclosure of up to 299 sq ft, only for access, with flood vents and, beyond the LiMWA line, breakaway walls.
